 uct in his talk, “How Laws Are Made: Everett Dirksen and the Civil Rights A
 ct of 1964.” Based on Dirksen’s archival materials, Mackaman will evaluate 
 the role the Senate Minority Leader played in passing the landmark Civil Ri
